The other upgrades do the same - upgrade fruit plant seeds, upgrade fruit tree seeds, and upgrade hay - all raises the quality, even for any you already have.
It is absolutely worth upgrading these things as early as possible, as there are quests, festivals, and goddess offerings that require higher quality items.
So if you upgrade seeds, ALL seeds, from ones you buy to ones you already have are upgraded so that the lowest quality you can get is the seed quality.
So if you upgrade seeds to bronze, ALL crops from seeds will come out AT LEAST bronze quality. With a chance for higher based on skill and fertiliser, etc...
So if you want easy quality, then it's definitely worth upgrading. As higher grade crops sell for more and make higher quality foods.
