Why is Suki eligable but Antonio isn't?

Does it lore wise not make sense? I'm still on my first week but because from what i am seeing is that they used to be together, but divorced (and thus making them both single?). So why is on eligble but the other isn't?

I think they just decided they had enough people to choose from and he just missed the cut. Pretty sure he's been requested, along with Raina, but the devs said they weren't adding anymore romance candidates.
