Freed Sea Dragon?

Cleansing the ocean and got the Sea Dragon scene. Didn't know where it was so I kept cleansing the ocean. Looking at the map, I noticed the large arena, but there's nothing there.

Tried the throne, but there's nothing there, either. Tried the city, nothing. I see on forums that she/he's invisible, but what's the point of the Sea Dragon?

Is the dragon important? What's up with it? Does anyone have times/days/schedule of where it's supposed to be? I can't speak to animals despite it alluding that one day I will be able to.

I dont know but I have a feeling its simply an unfinished part of the game, I saw the cutscene too, went to the area, nothing visible there but I could click to talk to it, after that have never seen it again.
