Cannot have more than 2 pets???

It says on the wiki page that I can adopt up to 3 pets with the update but I bought a pet house and 2 pet beds. I adopted the fox and a dog but when I tried to adopt another dog, it says i cannot adopt anymore pets. So I bought another pet bed, making the beds 3 plus the pet house. But it still says the same thing. Do I need to upgrade my house first to level 3? My home is currently level 2 with the kitchen.

I tried looking this up on reddit/online but I cant find any answers.

I think that 3 includes the 'special' pet, that you get as a reward later if I am not mistaken.

Yes you need to upgrade your house first before adopting more pets!
Aand yup, you can adopt up to 3 adoptable pets from the shelter!
