Yeah could be, i had town level C too. Maybe that is the reason for it :)
How did you guys get rank C? I completed the museum quest and got it upgraded. I think I am rank D? I don't have the seeds for sell either :( Middle of winter year one
good question...i don't know what's the condition for getting a higher rank... i can't seem to find an information on how many items i donated to the museum either. i can only say: i completed the main quest with the local produce and the ocean (i guess that's the limit from EA) and i guess im at round about 70-80 donated items... but idk could be more or less. I'm currently in the first year in the middle of fall and got the mail that the rank got upgraded to C at around the first week of fall

I completed every quest too (so the one we can finish) and spending to the museum helps. I tried it. I spend around 10 fish, insects etc and the board in the city hall showed that the rank will get higher soon. Sorry for the bad english :)
As far as progress, I have done everything undersea that I think is currently available. I've donated 89 items to the museum.
This just makes me want to give up on the game entirely. I wish the devs would rethink this. If progress in the game is going to be so intrinsically tied to the town's rating, then you should be able to somehow see what you need to do to raise that rating and what your progress is so far.
As it is, I'm quitting out of the game (I was playing this morning, so happy that I was going to reach my second winter!) and, frankly, unless I see that this has been changed I don't know that I'll be picking it up again. So disappointed. (I know this post probably sounds angry and yes, I am a little sore about this.)
I'm not trying to be rude, but having to be social in a game, in which the genre always has this aspect in the game, seems a little silly. Why would they ever change that when it's so simple to do?
I wouldn't mind it if not being super-social meant never getting an A rating for my town. I frankly don't care that much. I like running around, foraging, mining, farming, going diving...happy if the town's rating gets better but it's just not that important to me. But tying the town's rating to the only way you can obtain items necessary to progress the game (especially so early in the gameplay) is, I think, harsh. I should be able to earn my greenhouse and progress. As it is, I see no point in continuing to play, actually. It's just a grind and somewhat boring.
This was pretty clear, considering you get mail each time you raise your rating letting you know there are new seeds available.
If you are in year 2, you should have EASILY reached C rank by now, just doing the normal quests and day to day stuff. Get to the bottom of both mines, clear 40 underwater beacons, finish 5/6 of the offerings, donate 100+ items, donate a couple of books, say hello to everyone as you run by them and you're there in year 1.
Even if you don't enjoy socializing, even if you just said hello to everyone you see as you are running around, you'd have a couple of hearts with everyone by year 2, even without gifting anyone anything.
You can see your progress in the town hall. They showed you where the board was in a cut scene.
