Rysy blocked?

Everytime I enter the tattoo parlor, she is locked behind invisible barrier.

I am assuming that the tattoo shop is not functional yet? I am unable to initiate any options to purchase tattoos. Rysy can be spoken with but the way her shop/home is set up, you can't move much beyond the front of her counter unless you're friends. It is a bit frustrating because the area available to move in is very small.

How were you able to talk to her? She's always behind the counter 24/7 for some reason, so I can't talk to her.

You have to get to the ocean early or late, when she's not in her shop. I usually catch her early, when she's on her way to work.

Maybe it's best to get her while she's outside. But I have been able to talk to her, as well as gift her things, while she is behind the counter in her shop. It's tricky, and you have to try several times until you get just the right spot or you are told you don't know her well enough to enter the rest of her home. Also, if you can catch her while she is working on someone on her table, you can talk to her then as well.
