But I have no issues with game crashes so Idk, I think it differs for everyone.
I'm not totally sure about your problem, as I was 'S' level before I tried to develop my undersea farm properly. I was able to unlock all the undersea perks, upgrades and machines, as soon as I completed the minimum requirements.
I am guessing here, so this is not a definitive answer, but it might be something to do with town rank 'S' currently being locked in your game. Why don't you grind for your last remaining fossil by farming the undersea caves for the appropriate fossil nodes. Once you've got 50 or so of the right one, go to the Lab and have them processed en-masse. If the right fossil (bone) doesn't pop, just exit without sleeping and try again. Repeat until you've got it, progress to town rank 'S', then have another go at getting the seed upgrades from the undersea shop. I'd love to know if my suggestion worked for you...

Thank you for the help. your idea did finally net me my missing fossil and i could finally get to S rank! Sadly though the underwater produce lab is still not working. It just beeps once when i attempt the upgrade and does nothing. The strange part is i could do the underwater crafting, everything in that half is done. just the crops/animals are stuck on basic.
As you're still experiencing some issues, I suggest you contact customer support at Stairway and ask if you can forward a zip file to them with all the files in your current save directory. I always find them most helpful, especially Rachma.
Give Stairway as much info as you can about what's not working as you might expect. If you are able to, I suggest you also gather all the tech spec on your computer. There should be a way in Windows to get a list of everything. Like GPU, CPU, HDD, SSD, Windows version etc...
