Quest "To The Surface"

I'm on Winter 22 and at the meeting point at the diving pier at 10 AM but the merfolk isn't here, no cinematic starts, nothing. Am I doing something wrong? Am I missing something?

Its the wrong place iirc. You need to get to the 10meters depth area in the ocean, at the 10m dungeon. As soon as your in front of that dungeon, you go left untill you get to an open area and the cinematic should start.

Oh thank you so much. That's really not very clear in the quest description...
