Weather Conch?

So, I got to create the weather conch. It was after the Mermaid people had a celebration for my crops. But, it says that you can change the weather, but it comes with consequences. Anyone know what this thing will do if you use it?

Yeah, I checked it out on Google, but did not find much there. Now I just need to know what to do with the Dino Prints. There is so much this game is not talking about. Glad that the Steam Community lets me know more than anyone else. lol
