Who else thinks it's weird that there are NON meet-able NPC?

Every time I see those two guys who work at the coffee stand I think that it is really strange that I can't TALK to them!! I also don't understand why the little old man who runs the hot springs isn't a REAL character that you can form a relationship with. Why is that? It's a TINY town on a tiny island unless you were a hermit you would literally know ALL of these people!!
It kinda kills the immersion a bit for me. Opinions?

I don't know why the developers think this is the way, but I also think the extras in this game are way better looking and seem more interesting then the regulars npc. But the one that makes me feel sad is the elder of the hot spring, I wish that I can give him gift.

For me, it is ok, that not every NPC is "real". Better they work on bugs and new content (and features) ... I think.

I'm just starting the game and it's making me super confused. I can't tell who is important while walking around because there are so many fake people around town, but also sometimes the actual characters can also not be interacted with if they're doing something? And some shopkeepers with full portraits can be befriended but some others don't even have names? And if I use the map to try to find someone it apparently also tracks cats which makes the feature kinda useless? I feel so lost and am having a rough time identifying important people.

Important people have names and you can talk to them .....
