Report a translation problem
Go to the settings menu and use the option to show backups. That'll enable you to load the game from the first day the fish is available. Then try again for better weather.
The red king arowana isn't only available six hours, it is "afternoon and evening" so it should be from 12 PM till 2 AM (12:00 till 02:00).
Try finding it on e.g. wind mine level 5 or fire mine level 5. You might need a better rod and stop reeling it in the moment it begins to fight back. That fish fights a lot.
You might also want to eat a bit of fishing proficiency food before going fishing that day, sashimi [Chef knife; 1 fish + 1 wasabi] is pretty easy to do.
I have the highest tier fishing rod and I think the red king arowana was the last fish I caught. It is a tough one. Good luck.

"Afternoon" is 12-3:50. "Evening" is 4-5:50. That is basically six hours. "Night" is 6pm and after.
But as this fall comes around I'll keep an eye on things and if it is STILL not rainy or windy, I'll try to figure out how to make sense out of the files in that folder, and how to play from an earlier one.
I still think there needs to be a change in how that particular fish is caught. Either keep the short number of days and remove the weather requirement, which I'd prefer personally, or make it available all days in fall that are rainy or windy. It would still be pretty hard to get that way, but not as impossible as it seems now.
"Fish appearances are instead divided into four times of day:
Morning during 06:00–11:50 (6:00AM-11:50AM),
Afternoon during 12:00–15:50 (12:00PM-3:50PM),
Evening during 16:00–17:50 (4:00PM-5:50PM),
and Night during 18:00–01:50 (6PM-1:50AM). "
Just go to the settings menu and activate the option to show backup. That'll give you a new option on the loading screen and the game will give you something like the last 7-10 in-game days worth of save files to choose from.
I had exactly the same issue. Had to savescum multiple days to get a missing mineral and same deal the next day in order to get the two dino pieces I was missing.
