Are you playing on the latest Steam build? I have zero issues with speaking or gifting to any of the Merfolk.
Also, where are you in the storyline? You can't talk to the merfolk until after a certain point.

Hi, Rachma! Turns out the Mercury retrograde got me. My Steam Deck finally showed that it needed an update and that allowed Coral Island to update, and everything is perfect now.
