Some NPC's locked in the beginning of the game?

I started a new game just to walk around and learn the layout of the map a little before the game fully releases in a few days.
I even talked to everyone and after a while there where almost no strangers anymore, except for the caves or at the pier, areas which are still blocked at the moment.
But even some of the regular human NPCs did not appear in the first two days yet, for example Mark.
So my question is: Are some of the NPCs blocked by the progression of the story?

Some are, yes, but Mark's not one of them. He's around.

There are some NPCs that only show up on certain days, and then there are some that you'll be introduced to as the story progresses.

Several NPCs are blocked by story. You won't be able to access them until the mines, museum, and diving is open. Antonio is only there on weekends. Nina doesn't show up until Summer. I thought Mark didn't show up until the morning the mines open, I'm not sure I've seen him available before then.

Same with Kira, I believe?
