Merfolk romance was never listed on the fall/winter roadmap in any of the roadmap versions.
Regular marriage and kids have always been listed as 1.0 in all the roadmaps. (several of the categories in the earliest roadmap were combined)

ETA: To clarify i'm talking about the children, not the merfolk which has as you noted never been 1.0.
Not quite yet. Dating, marriage, and babies are coming in the 1.0 release.
Merfolk dating and marriage, and kids growing up are coming later.
I genuinely will have had a baby irl before I get the chance to play this with my boyfriend and have a bubba ingame :/
I was kinda expecting it all at 1.0, too. To me, 1.0 is usually synonymous to "Full Release." But, people had some good points. A lot of what isn't coming right away are Kickstarter stretch goals. They'd already started making the game without any of these things in it, and wanted to get the "base" game out for everyone to play while they continue on the extra content unlocked by kickstarter.
So, while it is frustrating to not have all of the features, that point of view helped me at least understand a possible reason as to why Stairway is doing it this way.
