WHen you see an insect, try to sneak up behind it. If it has the exclamation mark above it's head, it's about to run, so rush and grab that bia!
When it glows green, it's in range to net. Always try to get behind it, though.
As time goes on, you'll unlock masteries that help reduce the reaction time of the insects so you can catch them easier.
That said, a few things that help me are the following: Always have your net equipped as your tool of choice while roaming around unless you are specifically doing something else. If you are out to catch bugs, don't run. You will startle them and they'll be gone almost before you notice them. You often may not see the crawlers if they're in the long grass, just the movement of the grass itself. So pay attention to it.
When I notice a bug, (especially the fliers) the startle response occurs fairly quickly. If this happens, back off. Let the bug calm down. Then take gradual steps towards it. Sometimes, if you follow at distance, and are patient, it will turn around and start flying toward you instead of away. Let it come. When it gets close enough to start panicking, move quickly towards it (you can even dash if you want) and get it in your "catch zone" of the white cone. Rotate your character until the bug lights up green and swing.
It can be difficult in some situations, especially daytime, to even see if the bug is highlighted green or not. There have been occasions when the bug was in my "catch" zone, even green, and still my net didn't snag it. Don't bother raising your net and sneaking up on bugs. Never works except maybe for the slowest ones. They move far too fast. I'm not even sure why that's in the game, as it's kind of useless. Patience is your friend. But don't be surprised if you still have some difficulties. Others may be able to give you better advice as I've heard some players have no trouble catching everything. Good luck!
