Help! - Where is the winter Festival & New Year's Eve Feast?

I got the message when I woke up saying there was a festival however wherever I go I cannot seem to find either of the festivals in winter? :(

I also have reached Rank C mid winter but Sheep and seeds from Sam have not become available. Does anyone know if this is a bug or they just haven't been released yet?

New Years Eve takes place in the vineyard at night. I don't remember any other festival is Winter actually working yet. Sheep are not in the game yet (but may be added in the next update as it did mention something about sheep changing) Seeds at C that should have become available at Sam's: Cotton, Tea Leaves, Snowdrop flowers.
