1. You can check the Owlboy install folder (usually at C:\Program Files (x86)\Steam\steamapps\common\Owlboy ), and check the warnings.txt in the PerfLogs folder. If there's something there, that might help.
2. You can try to verify the integrity of the game cache. You do this by right-clicking Owlboy in the Steam library, clicking Properties -> Local files -> Verify integrity of game cache. This will ensure that it's not a problem with Steam.
3. You can try to uninstall and reinstall the game. It could be that XNA (which we depend on) is not installed correctly on your PC, and this might help.
4. You can try to install XNA manually, in case Steam isn't helping. You can download it from here: https://www.microsoft.com/en-us/download/details.aspx?id=20914 and run an installer.
Sorry for the long laundry list, but the problem is pretty broad. If neither of these solutions work, we'd of course be willing to help you get your game refunded if you'd rather do that.
