Report a translation problem
I updated my gpu driver, reinstalled the game on both HDD and SSD, I tweaked nvidia panel settings and nothing helped.
Not sur what I can do now.
Also, 10-20fps is not excusable for a game without animations. Id say its even worst because theres no reason for any fps drops then.
or reduce the quality of the twitch stream?
The slow down seems to be happening when in fullscreen mode only. When I launch borderless gaming and this game, and play in window borderless mode, the slow down seems to go away. However MSI afterburner still shows a frame drop to 10-20 fps (which is weird).
Something wonky is happening with fullscreen mode.
do you have any other programs running in the background? Are you running the game as administrator? Do you have any anti-virus software, that might try to intervene with the game and causing those problems? Simply set exceptions for steam and Roadwarden.
Are all your drivers up-to-date (Graphic card drivers, Windows drivers, and so on).
Please feel free to share as much details as possible to get this properly sorted.

If I shift focus to another window (ie: Press the Windows Key) and move the mouse cursor to the background game window everything is smooth. It's only when the game is in focus that it struggles. This means being in window mode also fixes it, but the moment you go Fullscreen it chugs constantly

Fully updated drivers. Nothing running in the background. Clean set-up recently formatted. Playing GOG version
As I mentioned,
CPU/GPU Usage: 10-15%
CPU/GPU Heat: Under 50-55°C
RAM usage: No difference at all
Drivers are all updated

Ive tried changing some settings in nvidia control panel, disabling/enabling fullscreen optimizations, run admin mode, add exception to the firewall, only running steam + game (no other programs), running the x32 version instead of x64, install on SSD/HDD... Nothing is fixing the fullscreen "slow down/slow motion" issue.
The only way I can "fix" the issue is by playing the game in window mode, and then launching the Borderless Gaming app on steam to make it window borderless mode (fullscreen).
Small update: It seems the "disable fullscreen optimization" when running the game with borderless gaming must be checked for the game to run smoothly. Otherwise the choppiness start to happen again.
Any chance you use G-Sync monitors?
I assume the game does not support High Refresh Rate (144hz) which is why this is happening in FullScreen when G-Sync is enabled only?

Same here. Switched from gsync to fixed refresh rate + vsync off in nvidia control panel and the lag/stuttering is gone in fullscreen mode now.
This is going to be happen to other people too, so Id recommend looking into it.
