How do you upgrade an asset?
My city just upgraded to level 4 and I want to upgrade my command bunker to generate more BPs. But I can't seem to find the option. Can anyone point me in the right direction?

You simply build a new asset in the same hex. In construction screen you will see option to select bunker but with a number II representing second level. Then it will be shown as a new construction that will replace the old one after completion.
