This is because the whole administration is stretched because of the extra work load of dealing with stuff far far away.

Asset levels also contribute to strain, this combined with a low skill/unhappy governor means that even if you have the pops to keep all assets fully staffed you may still generate admin strain.
Besides what others are already saying, also use colonists to pump up the city's population. Look at the the governor if he's a lvl I with low admin stats try to roll a higher level one with decent admin stats. At least III ideally, but often a II with a relatively high int and admin stat will do perfectly fine. If your current guy has 20+ admin and is still younger than 40 you can just prop them up with int increasing cards and the gov xp booster card if you're not willing to save scum for a good civilian card roll.
