Tax system should not be based on random cards....
I find strategem cards weird solution, some things should be out of it... It gives us more control over our nation...

Probably a fair take.

The tax system in Shadow Empire is a little limited anyway. You want to raise it to a certain level and then you generally forget about it for the rest of the game. It would be nice if it was more nuanced.

I think the game concept is to not give players a feeling of control about anything that's why it's more like a card game where you build your deck. You have non-direct control over it through the BP spending on Taxation & Tariffes in the economic council. The RNG aspect of cards simulates the uncertainty and bureaucratic chaos after the dissolution war so I treat it as the opportunities that occur over time to regulate taxation but it's not always possible.

Tax control is pretty easy, but you need a dedicated council for it (not from GENERAL stratagems).
The council will generate cards. They are low cost and low difficulty.
As soon, as you get enough cards you even can change TAXATION slider to 0%.
I usually set sales and income tax around 25-30%, not sure if it's possible to set higher without happiness penalty, though.

What do you mean - what council generate cards and what slider u talking about? there is no slider just cards...

What do you mean - what council generate cards and what slider u talking about? there is no slider just cards...

The interior council produces tax cards (increase/decrease sales tax and increase/decrease income tax) as well as tariff cards.

Once you have used those cards to set the tax/tariff levels to what want you want, contact your interior council to reduce the % of their allocated BP to producing tax/tariff cards which is the slider we are talking about.

If you have a question about basic game mechanic, it's generally a good idea to just open the manual and use Ctrl+F to find whatever mechanic you want to learn. Slider does not exist, it was misinformation - you increase taxes by cards... And I just read the rules - incredible this game has so much depth...

He probably meant the sliders for the interior council priorities.

Slider does exist, but he was not talking about a "set tax rate" slider. He was talking about a slider in the Interior Council's budget allocation ("priorities") screen which sets the percentage of Interior Council BP to allocate for creating taxation cards.

If you want to change your tax rates (up or down), you can raise this slider so that the council produces more taxation cards, which can then be used to adjust your tax rates.

If your tax rates are where you want them to be and you don't intend to change them any time soon, you can reduce this slider to 0% (although I use 1%, so that the minister is still making skill rolls for it) so that BP aren't being wasted on generating cards you won't want to use anyhow.
I think that a lot of political leaders would love to just play a card to increase tax rates, without having to deal with the mandatory protests over a 10% increase.

Haha. I wonder what they would do with red Stratagems

Btw. In my previous answer I confused economic council as the one for taxes, but people above are right it's an interior council.

Well, I guess it depends then. Although you probably watched let's plays or guides anyway, or simply don't care about whether you play in SE good or not. I personally have about 300 hours of actual gameplay in SE and still regularly consult the manual for specifics
