The tax system in Shadow Empire is a little limited anyway. You want to raise it to a certain level and then you generally forget about it for the rest of the game. It would be nice if it was more nuanced.
I recommend reading the article called "seven-reasons-i-keep-trying-to-play-shadow-empire" by Tom Chick.
The council will generate cards. They are low cost and low difficulty.
As soon, as you get enough cards you even can change TAXATION slider to 0%.
I usually set sales and income tax around 25-30%, not sure if it's possible to set higher without happiness penalty, though.

The interior council produces tax cards (increase/decrease sales tax and increase/decrease income tax) as well as tariff cards.
Once you have used those cards to set the tax/tariff levels to what want you want, contact your interior council to reduce the % of their allocated BP to producing tax/tariff cards which is the slider we are talking about.
Sir, learning this game is all about manual. If you have a question about basic game mechanic, it's generally a good idea to just open the manual and use Ctrl+F to find whatever mechanic you want to learn. SE is not a type of a game that allows you to just learn on a flight without ever consulting the manual. Welcome to complex strategy games :В
Slider does not exist, it was misinformation - you increase taxes by cards... And I just read the rules - incredible this game has so much depth...
If you want to change your tax rates (up or down), you can raise this slider so that the council produces more taxation cards, which can then be used to adjust your tax rates.
If your tax rates are where you want them to be and you don't intend to change them any time soon, you can reduce this slider to 0% (although I use 1%, so that the minister is still making skill rolls for it) so that BP aren't being wasted on generating cards you won't want to use anyhow.
Btw. In my previous answer I confused economic council as the one for taxes, but people above are right it's an interior council.
