non aligned forces
ive generated a few world lately and there seems to be a hell of a lot of non aligned forces and territory's rather than normal minor's anyone no a way to stop this.

The only way I know of is to enforce the creation of more empires by enabling the "Survival Stress" modifier, which creates more empires upon world generation.
