How do I add the city itself to SHQ2 (or see that info)?
I dont think I ever had the situation of completely separated territory, so I am not sure what else could be the problem.
I failed spectacularly and watched ~20k of 'my' troops wither and die until I connected with 1st SHQ and its logistics. I circumvent this now by only have protectorates within logistics or emergency logistics reach, i.e. enough IP to build a road connection in case of a situation like that you described happens.

Zone, troops and logistics are all 2nd SHQ assigned.
Your inventory of that SHQ is filled.
The truck station is nationalized.
How many turns have passed?

I save scummed back to the turn where i assumed possession (after i trial and error how to setup SHQ2 correctly), then setup everything correctly: Created SHQ2, assigned all the troops there to it, nationalized the truck delivery, used traders to fill stocks for metal, water, food (the new zone has no power though - could it be the problem?), adn on the second turn create 1000 ammo. And then nothing happens.
I retreated the troops back to the city and the other Major starts following. Several turns later, the troops are just not getting replenishment.
It's like those events when some people turn to your side but they are 30 (hyperbole, but true in this case) hex away from the nearest supply area - they just die out.
I wonder if I should rush a powerplant to get power? (Note the material costs here are about 10K credits - good thing i had hundreds of rare metals to dump).
Then the units managed to hold the tide (properly supplied), until I managed to create an emergency paved road corridor.
Now, let me give you a tip: DO NOT CANCEL A SHQ DURING A WAR - wait until you can link the zones by rail (or until after the war) before you decide to disband it.
A couple of problems happen - morale issues (probably due to range to the 1st SHQ), as well as 1 turn where the logistics have to recalculate and you many not get much.
So yeah, it was just a bug. Thanks.
