How to settle islands?

I'm playing on a water world (Oceania dlc) and I've noticed that several ai regimes have started to colonize the smaller islands on the map. But I can't figure out how they do it on islands with no preexisting structures to create new zones on. I can get to the islands with MTH transport contracts, but I can't figure out how to settle them. Any help would be appreciated.

You need a transport contract (so far you have come on your own), then you need the card where you can construct a makeshift port. The makeshift port you can then make public to control the growth of the port yourself. As soon as you have the port you can make a new zone out of that hex and go from there.

Every time I get the makeshift port option I cannot play it as "Selected Sea Zone does not have any costal Hex controlled by you without port and with Naval Logistical Points" despite the point I landed on the island being a target of the transport agreement I made earlier.

Have you moved troops with your contract to the target island yet?

Yes, I've got about half of it under my control, but not in any zone. Yes several turns have passed so the newly conquered thing has gone away.

Well did your troops eat up all the naval logistics points to the island? Without a harbor, you can only support a tiny amount of TP total, so land with one small unit, play the makeshift harbor card and then land all the real troops.

I made the mistake of nationalizing my makeshift ports. Now they don't seem to work anymore as they need workers. Is there anything I can do except demolish the ports and get new ones using the strat?

EDIT:
I have an air bridge but it doesn't seem to allow me to colonize the islands, and the transport deal I still have doesn't seem to do anything anymore.

You still get 25% of the lp without a port so unless you have something eating up your lp you should have a workable amount of lp to get back to 100% over time.

I think the issue was with my LP. I still didn't get to fix it as it's an MP game, but next turn the supply depot should start to function and hopefully that will fix it.

I'm not sure what is up so I am back here asking questions.

I have ports all around basically. I have LP to move troops to any island I want, but when I try to colonize it says that there are no LPs left.

Why are you asking this question here and not in a new thread? It's less likely to be noticed here.

Also it probably is from your capital having an over saturated logistics line in general which is making it difficult to bring stuff to your ports. Build more transport infrastructure or make new SHQs to take some of the transportation strain off of your logistics.
