Recon Flights?

Is it possible to build recon planes and fly out over a territory to check it out prior to declaring war? I have a feeling it isn't but not sure.

IIRC you can't fly recon planes directly over a hex without declaring war on that regime first, but you should be able to fly a recon mission on a hex adjacent to where you intend on invading and get recon on the target hexes.

Cool ill try that, seems my plans of building a high flying recon plane to scout out in depth positions isnt going tot work.
