Based on what you have said - are the tanks in supply range (known as operational logistics) of the closest hex with logistic points running through it (ie closest road/rail hex)? If you turn on the supply overlay you can see hexes coloured. Food is supplied in full at any colour but everything else only receives full supply if within the green colour (assuming you have enough logistic points).
The other thing is that your tanks are trying to receive supplies BEFORE the oil production has come into effect. Units are supplied (or attempted) at step 1. If the oil isnt available at this point they cant use it.
Example: Unit 1 requests 100 oil. You have 0 oil in storage but 200 being produced. The SHQ cannot send anything out because the 200 oil has not been received. When you end turn again the SHQ can send out the 100 out of 200 oil because it has it in stock.
Regarding options, the zone orders screen has options to supply local units before sending supplies back to the SHQ. However... oil is 0 weight (pipes are assumed) so it might not be the issue.
5.11.5.13. has the logistic sequence.
The other thing is to make sure it's not a fuel shortage. Your SHQ will always have fuel in reserve even when you have shortages. The give away is to check fuel tooltip and compare fuel available to units and fuel sent, if it's almost the same number then production is the issue.
