The idea is that they are supposed to have powerful units! This encourages diplomacy rather than war
Their selling of technologies in early game is an op gift to the player, gaining whole technologies for a few hundred credits at a time your low bp production would made discovering them require a year of research or so.
Also they don't seem far harder to be made vassals than other farmers despite them not really needing your protection with their super units (then even if they are harder to diplo annex, you are sure to gain those the day another major attacks them).
