There so many variables that could be effecting this, plus I'm not skilled or knowledgeable enough to point out some more likely culprits. Nevertheless, I'll add a few ideas from repeated experiences.
First, you must have either luck (the right science discoveries) for metal and oil (or mega-scaveging) or a higher percentage start (over 110% metal composition) for you map. Metal shortages cause huge backlogs for building projects (which in turn create pop unrest).
Second, you must develop QOL buildings to bolster pop happiness. I get too overloaded on developing IPs, roads, RRs, and mines only to suffer pop strangulation.
Third, learn what perks each political system gains you, especially in strategy card turn draws. Dem and Com are great in some ways but not all. Having lots of cash without having the right science technologies makes for more frustrating games (TME).
Fourth, choose the easier logistics for setting up your game. i've found the new 1.25 updates to allow me nearly twice the time before infrastructure implosion.

Check bottlenecks view, if there's black then it may not have enough points to be delivered and is piling up into a zone, waiting to be delivered.
For the fuel production, you build oil drills on fuel deposits, recycling facilities on ruins, or biofuel factories that convert food into fuel in your cities. Higher technology levels offer you more options.
Player cities generally start on a ruin hex and have a private scavenging facility on that hex. Nationalize that scavenging facility on turn 1 for 500 CR and it turns into a recycling facility, providing you with a small but reliable early income of fuel, metals and rare metals. Those resources are the foundation of your future economy. Your first construction project should usually be a lvl 1 bureaucratic building, to get your administration and research going. After that, you probably need to build an energy source. Researching solar panels first is advisable, provided the sun is close and powerful enough to not make them useless. Solar panels only require workers for operation, means they only consume food and money. The normal power plant burns a large amount of fuel per turn, which has to be provided in one way or another.
