Losing profile points without decisions made
I've been scouring the manual trying to figure out why this is happening, but I can't find it.

Basically, every turn I lose 1 from several of my profile options. For example, I've been fighting to get commerce because of a promise made. I got the required 64, but because I lost one on turn end, I had 63 when it tabulated my numbers. The next turn, I lost 2 but gained 1 through a decision, putting me at now 62.

Why is this happening?

I may have just found out why, but I would like confirmation from somewhere...

I think it has to do with the cycle of suppression. Did I lose commerce because enforcement was gained?

Yes, prolly (without seeing your actual regime profiles). From the rule-book:
Commerce >suppresses> Gov't
Gov't >suppresses> Enforcement
Enforcement >suppresses> Commerce .

IF enforcement profile amount increases above commerce profile amount, THEN yes.

So, I confirm your understanding ...

Enforcement did not increase above commerce. And this last turn, I just lost more commerce without any enforcement gains.

Unfortunately, it seems like Steam overlay isn't operational in this game, and so I can't just make a quick screenshot.

My current situation is this (change is in parenthesis):
Democracy 85 (+2) -- yellow
Autocracy 29 (-3) -- red
Meritocracy 30 (-2) -- green

Commerce 58 (-1) -- red
Government 28 (-10) -- blue
Enforcement 46 (0) -- green

Mind 64 (-1) -- red
Heart 31 (0) -- blue
Fist (-1) -- green

This round I did make decisions that affected government, democracy, autocracy, and meritocracy. I made no decisions affecting commerce, mind, or fist... those just fell by 1.

These values are taken from my Regime Profile Overview report.

EDIT: I just noticed that if I hover over the -1 on commerce it has a tooltip. How could I have not noticed this before?!

The problem is now that I see enforcement is somehow dominant? I have no idea how that could be.

You can and should mouseover and doubleclick everything. Much information is hidden behind this mechanism that isn't explained in the manual.

I recently found out that in the REP. Overview there is a doubleclick popup in the profiles overview on unmarked words.

Suppresing of profiles starts when sum of two profiles is higher than 100 -> in your case Commerce + Enfrocement = 58 + 46 = 104, and then green profile is suppressing red one... (blue means no change by suppress mechanic - and yellow - it is being suppress and is suppressing)

But why is it favoring enforcement over commerce?

EDIT:
Hmm...
If Commerce + Government >= 100 then commerce suppresses government
If Government + Enforcement >= 100 then government suppresses enforcement
If Enforcement + Commerce >= 100 then enforcement suppresses commerce

Am I correct in this understanding of what you said?

Yes, you have this information in the 'left side' menu with profiles Commerce: "this profile limits goverment profile" -> "enforcement limits this profile" its three triangles.

I think that usually the one that is on 'top' is losing half amount of points that the one that is being suppresed - so -0 / -1 is possible solution that is slightly random and based on differences between profiles. I didnt gather enough data to know exactly how suppressing value is being calculated.

I understand that, but I don't see anywhere that references the total of 100 that starts suppression.
