If you want to then distribute those supplies through roads (for example, to make sure your troops can resupply further away than merely their organic supply range), you need a truck station.
Also, if the zone has assets that are outside the city, trucks are needed to transport the goods they produce to the city, where they can then be sent back to the SHQ through rail.
You could technically do all that through the building of railheads, but putting down all those rail tracks sounds expensive.
If the assets outside the city are on the rail lines you may not need railheads because you can always get 10% of the rail logistic points.
