And for the selection he of course needs to be in reserve pool.
If he doesnt show up for selection, the game thinks hes not the best option for you rn, you can select dismiss on other leaders in that screen till he comes up tho.
For future reference, how would I check if the character was actually in the reserve pool? I don't think he was, he was listed in the staff roster as "adviser" and there were no options for him other than fire him altogether or attach him as adviser to somebody. He didn't seem to be attached to anybody currently. Does that mean he was also in the reserve pool, and if not how would get him put into the reserve pool?
Apparently this is wrong.
MNG - leaders is good for finding that cap IV guy you just hired as you can sort by cap there easier.

Advisors are an amazingly powerful job. When the person you assign them to help makes a roll the advisor does too. Only one needs to succeed. An advisor with high oratory is very useful as its one of the most common types of roll you will make.
