...That seems like it would make the restriction completely pointless. Why not let you build both in the same hex if you can build the second just one hex over?
(I have no idea what version it changed in. The last game before my current one where I clearly remember using high speed rail was a lot of versions back.)
The difference between how traditional railways work compared to high speed magnetic rail style is SO different. If anything I'm surprised we aren't required to rip up all the tracks/make new ones beside them; it's like saying "it's silly we can't just upgrade our truck station so that trains can use the roads".
I don't see much reason to think high speed rail is maglev though.
