Troop Quality & Replacement
I've been trying to use the troop quality settings to give my best troops to only certain units. I set the quality level of my worst infantry to "Low." For my key units, I set them to "Tolerate" low quality troops, which means they should keep the ones they have but not accept them as replacements. All other units still accept the low quality as replacements. Yet, every turn 1,000 - 2,000 of the low quality troops show up in my SHQ, meaning some units are shipping them back even though all my units are set to at least tolerate them. Is this a bug or known issue?

'Tolerated' models will automatically get replaced with ones set to 'Allowed' that are available in the SHQ. This is most likely why you're getting troops shipped back.

That's really unfortunate as I want to save the higher quality troops in the SHQ for specific units. I guess I need to set high quality to "Disallowed" in other units.

I guess the "bug" is the fact that the Tool Tip for Tolerated says "The unit will NOT return them to it's SHQ either."
