It's probably coming later, but you don't really need workshop to install new graphics. Which are must have tbh!

mods dont work for me on steam version, hoping for workshop in the future

Workshop isn't needed at the moment and i don't think it will come.
Its only graphic mods actually, you have not more to do, as copy paste. Maybe if they allow us, to edit more of the game, then we maybe need a workshop. But not for images^^
