You can continue playing if you win, don't know if the AI wins.
The natural deposits yes, but there are ways around that.
You can research and build buildings (quite early in fact) that effectively give you unlimited resources at a hefty building cost. Besides that you have a market where you can buy recources for credits.
That is true, but be very careful about relying on purchasing your resources...credits can be very tight & the market less dependable.
When relying on farms for bio-fuel make sure to increase your storage capacity as well as placing the farms (non-domed) in the best locations you can.
But on the purchasing side, it indeed won't fuel your economy, but if you need to buy that much you really need to review your economy.
And on the side of credits it may be a rough in the early game but if you actively raise population and civ level your taxes will sky rocket or atleast I never had a single issue but where to dump credits. But it has been a hot minute since I last did a full run.
