People have expressed a desire for this and suggested it gets implemented, but I don't quite know VR Designs' stance on this subject.
I think cheat engine is going to be the best bet for this.

Getting placed in a settlement with no water, fuel, ruins, metals, etc. is a dead end. And the process of rolling a new planet is so long - like taking several hours to roll even a bare minimum start. Bring on the development console...
I not played in recent version of games but at least up to x.6 - your initial settlement always have a ruins (=initial metals, fuel and cash) and water source. If game spawn you without a water source - it's IMHO a bug and you should post on official forum so Vic could fix it.
If you're about additional sources of resources - yes, they're not guaranteed but you have tech to deal with it. One of my most interesting games was on desert planet with a single open water area in middle of map - AI wasn't stupid and once I'd controlled it every remaining major declared a war on me :)
I second the question.
There is file in game where its name is userdebugging and there text in it. "False". Write that text to true..
But so far i have seen that debugging is equally hard to understand as game.
There is 4) SE_Data section in the low left corner. In that section choose the 208) Start of Turn SHQ Items and you would be able to see your resources. But editing their values do not reflect in the game or at least i don't know how to push the changes into the game.
UPD: Got a small success in editing character relation. In 4) SE_Data 132) Characters you can change the relation of the character to you in the last column using "Edit cell" feature. Seems that 208) Start of Turn SHQ Items is just an incorrect place to edit your resources.
