no, and I don't think you can make a demo version of this game, it's very very complex. I recommend watching the playthroughs and tutorials on dastactic youtube channel.
The manual (350 pages) is available for free on the matrixgames site

Oh. Thats too bad. I dont agree that just because its a complex game you cant make a demo, but it is understandable that they dont release a demo since its a niche market and probably cost prohibitive to do so.
