How do you get new "leaders"?
I'm not sure what the correct term for them is... but people you can assign to positions. I've been reading the manual and I'm still not clear on how you can acquire more of them?

You need to use strategem cards like "Hire Merc" and "Hire Recruit" I think it's called. Also your own faction has AI controlled sub-factions (like political parties) that will propose you take their members into your roster from time to time.

Ah, got it, thanks.

So it is probably a good idea to assign your one spare person into the economic research team role even if they suck than to leave it vacant, right? Or is it so hard to get them out of that role that I should leave it vacant until someone more capable comes along?

I'm not sure how bad of an affect leaving it vacant has, but I'd assume you don't want to leave it vacant for more than a couple turns. This could delay your progress, especially in the early game when you are trying hard to get any advantage.

If you have no good candidates, that's a good time to use a strategem card. I believe firing them in a short space of time might affect your "Word" score, but I'm not sure. If you really don't like the person and don't care about their relation score taking a big hit, then it's probably OK to fire them.

Oh it seems I automatically get strategem cards to recruit leaders, I thought they were random.

According to manual - not having leader in spot equals having leader with 0 trust/relation with you. Thats -30%/-50% (? I still dont know exact number) to performance of that position.

The Supreme Command Council has a few basic leader recruitment cards (recruit merc and recruit junior) while the Interior Council has the more advanced ones like Recruit Talent, Recruit Senior (which are cheaper and/or offer better results) as well as cards for keeping leaders happy.

You still have to be lucky to draw said cards and get good leaders from them.
