Complete floor B3 without spending money?

For Tappi's side quest I've gone through Joblin several times without spending any money but the quest just doesn't complete. Am I doing something wrong or is this a bug?
Also, when using the upgraded apps with Kara as your mentor the SelfCare 2.0 doesn't actually restore any health, only gives you some armor. I'm assuming this is a bug since it's way worse than the non-upgraded app.

Are you going through all 3 floors or just B3 without spending money? The quest is poorly worded, but you have to do all three floors without spending.

Not sure why it wouldn't work, but for me I just had to make it to B4 to complete the mission. As for Selfcare 2.0, armor is actually better than hearts. Armor is basically a heart, but you can have (as far as I know) an infinite number of them. Meaning if you get a bunch of SelfCare, you can keep adding armor, where with hearts if you are full you can't.

I just did it today without issue, just ran through Joblin without buying anything. I used swomp and had swomp shoplift for me to get some health but didn't -spend- any money.
