On what platform do you own the game?

Sounds like there might be an issue with your windows permissions or firewall permissions could you make sure that you are running steam as an admin and that your anti-virus fully allows steam through.

started Steam as an admin: No change.
The download also says it has only 2.58 GB on the Download page after calculating the space on the hard drive, it is not like the download would abort or something like that...
To describe it in more details:
I hit install. Popup, that tells me that 33 GB are needed, I click next...
Steam starts calculating the required space, the download starts...
Steam tells me that there are 2.58 GB to download and download these files.
Download finished and tells "Ready"

-trying to launch it from the spellforce 3 steamapps folder doesn't work. At first it said I was missing "msvcp140.dll", which a cursory google search told me was the VC Redist (I'd installed it last night but then uninstalled it because I was trying anything I could think of to get it to work). Installed that on my own, but now trying to launch from the folder just does nothing.
-trying to launch the Debug client just returns a window that says "failed to start the game", which opens another error window saying "failed to initialize steam api. make sure steam client is running".
-... I can open the level editor, data editor, and asset tool just fine, for some reason
-the installscript.vdf in the steam folder looks like this
