It does. The real question is what the hell does the other item do? Says it scales with willpower but couldn't discern an effect from equipping it.

The gem ? It gives you a familiar a small "Spirit of kindness and ??" that does strictly nothing except following you around ( that I saw)

Didn't even notice the spirit in my playthrough, very strange. Might be bugged? Surely not worth 60k as it is now.

Nah its not bugged, its more of s joke item.

That kinda sucks. Figured they would relegate the joke items to the McWinter vendor, I saw the scaling with willpower and assumed it has SOME use to it.
