If memory serves, I seemed to see wind dust pile up in the ruins of the old temple of the western wind, in the middle of the lake in little slip. Not huge amounts, but I think I found some there pretty reliably.

I usually find one or two at the very bottom of the stairs down the canyon in Char Cape Passage, below the entry to Mountain's Secret.
