Stuck on the final battle
So I set my difficulty to story to minimize time to getting the platinum. But after I got the platinum, I thought I'd get a challenge and go on new game+ ultra hard because I was like "Meh, how hard can it be?". Oh boy, I was wrong. I went through many stages of hard times and I made it to the final battle. I stocked up on health potions and other stuff, so I thought I was ready to go. Buuuuuuut like any other time in life, It wasn't enough. I spent 2/3 on the Helis battle so I didn't have much for the true boss. I tried multiple times on multiple tactics, but I still couldn't win. Should I:
1.Continue to stay determined.
2.Load my game and get more resources.
3.Get all the adept gear and FW stuff on an easier difficulty on another game.
What should I do?

That depends on what type of gamer you are. There are many that play through Ultra-Hard like nothing. You may get some inspiration on how to quickly dispatch machines and exploit weaknesses by watching a speed runner at work (e.g. ElkjaerTV did a 100% run starting with nothing iirc just last weekend, you can find it on Twitch).
Then try to improve your combat tactics. A lot in this game is getting the timing of evade and attack right. Maybe that is enough.

However, that was never an option for me, since I am a casual player at best and simply suck at combat under pressure. But, since I wanted to have that UH completion, I did the only thing I could - grind until I had the best weapons and outfits with the best mods. With that, even an average player can complete the UH.

In short: educate yourself and try 1) - if that doesn't work try 3)

Have you got the armor from the bunker? It really, really helped me in these final battles

I did NG+ Ultra Hard in about 4 to 5 hours, Sling Shot is crazy good for the majority of the game.

For the final boss, make use of it's weaknesses, if you shock / freeze it it'll eventually show more weak spots you can shoot at.

There's also a good amount of youtube videos with guides on how to beat it on Ultra Hard, fairly straight forward.

I have to agree if you already have all the gear going into Ultra Hard NG+ isn't that bad at all.

I’d assume most people rush the main story once going into NG+ anyway for the achievement.

With the last boss in the initial stages just paying attention to when it launches missiles and avoiding / hiding behind something can pretty much negate the majority of the damage.

Once theres other machines as well it can get a bit more tricky, but the adds do go down very quickly with the Lodge Blast Sling.

My advice is to focus on avoiding attacks while loading up a status effect like fire or electric; which, the Deathbringer is weak to. Whenever it squats down there should be multiple glowing weak points to shoot and after awhile it will overheat and become immobile revealing more weak points.

Basically just assume any attack that hits you even with the Shield Weaver is instant death .. so run around, hide, take cover.. lol
