You can start with these optimized settings and tune them to your liking:
(D) Textures: Medium
(CD) Model quality: Medium
Anisotropic: Ultra
(G) Shadows: High
(G) Reflections: Medium
Clouds: Ultra
Ambient Occlusion: Medium
The letters signify the most demanding settings for the GPU (G), CPU (C) and disk + memory (D).

Make sure you keep model quantity on medium as it is very demanding on the GPU as it increases draw distance and you will get FPS drops in places like the Meridian dense Jungle.

Your CPU and memory are totally fine for HZD! The GPU is definitively the weakest link here. But your experience may still be fine (for you) if you played RDR2 and Valhalla and you don't mind how they worked.
The hard part is finding one at a decent price point because of scalpers. Probably have a new 4000 line from nvidia or 7000 line from amd before too long now, though.

This game performs a helluva lot better than Valhalla by a long shot ..... I played it back in July with everything maxed out on a 2080 Super and did 98% of the game including the DLC and didn't have a single crash or issue and had constant FPS in the 70's @ 1440p ... The game has come a long ways since it was released, at least for me and I played it originally on a RX 5700 (non XT) flashed with an XT BIOS and then the 2080 Super I got a 3 months later.
The biggest problem with the game was Sony cheaped out and had a 3rd party do the PC port but once Guerrilla Games got their hands back on it they did an outstanding job of fixing the issues caused by the company that did the original port ..... Ubisoft could learn some lessons from the Guerrilla Devs ......
It depends on your monitor resolution ..... A good rule of thumb for 60 hz gaming is
1660TI/2060/3060 or a 5600/6600 for 1080p
2070/3070 or 5700/6700 for 1440p
2080ti/3080 or a 6800/6800XT for 4k
