Report a translation problem
The fact is I had the same problem with terraria some years ago and after some days that thing solved itself without my work.
Now: I don't know about the setting you suggested to modify but the thing is I never had to change settings in general.
The point is: when I start the game, on the right of the start button, I see "steam cloud sync", updating the game data (but I never played before at this game so I don't know what he is syncronising). After that synchronization is finished, the game does not start at all.

get and run both the 64 and 86 versions . that way you are covered for 64 and 32 bit games.
So: i try to install thi thing but pc say that's impossible to install that because there is another version of that already installed (i have some of those until 2019 version, I can see them in control panel, the last one is Microsoft Visual c++ 2015-2019 redistributable)
Usually steam download this packages automatically right?
I remember there was a way to force Steam to reinstall the VC++ redist; I think if you verify the steam common libraries?
Type in regedit then delete the two registry keys below. Now verify game files and it should reinstall VC Redist or you can install them from Microsoft.
32-bit Windows:
HKEY_LOCAL_MACHINE\SOFTWARE\Valve\Steam\Apps\CommonRedist
64-bit Windows:
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Valve\Steam\Apps\CommonRedist
Edit: You could also just uninstall VC Redist in windows then download and reinstall them from Microsoft website.

Please also make sure your antivirus isn't blocking your game or VC REDIST.
