There, since you're too lazy to find it yourself. Patch size is not indicative of quality. Code does not take hundreds of megabytes to change. There is no need for them to add assets in patches. Get out.

But "oh no its small!?!" - ha that update probably contains more text than you have ever read.

End user tweaking. :)
At least people can now manually change the graphic settings to ridiculous values, but without the option to complain as it's their fault then if it doesn't run. ^^
These small patches are more to placate the masses. However with the 'settings as text', which is one that I cannot believe they did not have that from conception, it seems like they are preparing to just drop all support. 'Let the community fix it' will be their new motto. Makes sense since the sequel is around the corner. PC is a community they never really cared about anyway.
