60 if you have the DLC installed, 50 if not, but you don't have to earn those additional 10 only in the frozen wilds bits... your cap is just shifted 10. you can earn exp anywhere.

There's no version of HZD on pc that doesn't have the dlc, so... that first point is kinda moot.
