Imho, you should investitigate a little further before posting, because despite there were a few hints inside Horizon Zero Dawn (HZD + its Frozen Wilds DLC that other lands existed it just doesn't flat out instantly mean that they're DLC's of HZD.

Many, many people have missed noticing the small Roman numerals in the middle of each game's logo. When Forbidden West was released Zero Dawn was officially renamed as Horizon I: Zero Dawn with the sequel officially named as Horizon II: Forbidden West. But it is easy to miss those Roman numerals because they are rather small. Even Guerrilla Games quite often fail to include the Roman numerals when referring to their own games! /shrug
While there are a number of references about the Forbidden West to be found in Zero Dawn (including a book named The Forbidden West") I don't recall any part of the Zero Dawn map being named Forbidden West.
The original PS4 box art didn't have the horizontal line or the roman numerals.

Easy to miss what wasn't always there.
Also... not exactly renaming the games. The numerals are just identifiers. Note both games are still listed on steam without a numeral.
