As far as I am aware the controller settings should be automatic and will detect a controller if your computers Bluetooth is on and you turn a linked controller on. I'm not really understanding what the problem is, sorry.
"I mean I want to play Horizon Zero Dawn with a controller, but when I enter the game, the controller doesn't work."
and steam has recognized it as being connected?
Correct, I plugged in the controller before starting the game, and Steam has recognized that it's connected.
does steam detect the controller in BPM?

You can use Ctrl-Alt-Esc to do the same thing with Steam; Just click back on the game itself.
Good Luck, please let us know what worked for you.
Try the other way around then.
