For me both V and scroll click work for focus even though in the controll mapping, only V is listed for focus toggle.
I assume you already tried manually re-map focus toggle to scroll click in the settings.
If you are using a dedicated game mouse, you can always make a profile for the game and map the scroll click to V.
As to zooming in and out, I can't recollect ever having been able to do that in focus mode.
Although if not mistaken the scrolling up and down mouse buttons were tied to quickly changing your equipped (i.e., already chosen into the circle of) weapons, but all my attempts to make it scroll up and down the Tools available to ease combat were rendered futile because the game simply doesn't recognize mouse scrolling up and down inputs while trying to remap those.
Actually game is a decent port from Console to PC, so KBM works well for me. Default KBM mapping works well out of the box for this game, except for the Tools selection, but I was able to solve that problem easily.
I have a Logitech gaming mouse (M720) and I was able to use the Logi+ app to remap the mouse's side buttons to PageUp and PageDown, so the game was able to detect them, and I was able to set them up for the Next/Previous Tool selection in the game Settings.
Tools settings can also be mapped to keyboard buttons - try mapping them to the arrow keys.
